In Chapter 17 of Larry's book he talk about DONT again NT and how it is base on the Law. I simulated about 203 million hands and obtained almost 10 million hands (4.893%) that has a 1NT 15-17 HCP opening (without 5 card major). The following is the distribution of the number of trumps on both side:-
